Rotterdam IT Project’s €44.5 Million Overrun Sparks Economic Accountability Demands

Rotterdam is facing scrutiny over its Oracle Fusion IT project, which has seen its budget soar from an estimated €16 million to €44.5 million, accompanied by significant delays. The initiative, launched in 2022, aimed to update the city council’s financial management systems, including procurement, contracts, and subsidy management. However, the project’s progression has been fraught with challenges, and the city’s new governing coalition is seeking answers.

The outgoing alderman, Ronald Buijt, oversaw the project, which has come under fire after a city review highlighted overly optimistic initial cost estimates and deficiencies in project management. The review also pointed to issues in collaboration with the consulting firm Deloitte. The coalition, newly in power, is pressing for complete transparency and political responsibility, underscoring that it is crucial for taxpayers to understand why the costs have spiraled.

In addition to the escalating budget, officials have cautioned that further software enhancements and maintenance could incur an additional €12 million this year and €13 million the following year. These revelations have fueled calls for a comprehensive explanation of the project’s financial management and execution.

With mounting concerns over the project’s fiscal oversight, an emergency council debate is anticipated. This session is expected to delve into the reasons behind the inflated costs and delayed timeline, with further examination likely to continue in subsequent committee meetings.
